Provincetown Public Library Historic Restoration Project
Costs Summary

At the completion of phases I and II (Belfry and Main lantern) of the Provincetown Public Library historic frontal façade restoration project in September 2009, the Library Board of Trustees (BOLT) decided to stop and assess its resources and strategy going forward to complete the eight-year project in its entirety, building and grounds, in a cost-effective and timely fashion.

Pursuant to that decision BOLT agreed to prepare a report for the Annual Town Meeting in April 2010 which would both review the progress of the project since 2002 and recommend a financial strategy for completing the project with a minimum of contracts and mobilizations to try to recover the economies of scale that this protracted project has lost.

There are three main components left in the project:

Building exterior: includes south-facing wall and pavilion. This reconstruction and restoration is approximately half completed.
Done: Belfry restored and replaced; 1835 historic Holbrook bell refurbished and fully functional. Lantern section, new window and façade replaced; Main Gable section, reconstructed. All three sections repainted, (although belfry not painted with Massachusetts Historic Commission (MHC) approved paint color).
Undone: Phases III & IV (Add Alt 1 & 2) of Pavilion and front wall façade. Siding repairs and painting of East, North & West-facings walls (windows were replaced in 2002 project but not painted.)

Estimated costs for Building exterior:
Front façade and wall (Alt 1 & 2) $ 650,000
East, North & South walls: repair, prep & paint $ 250,000
10% contingency $ 95,000
12% professional fees (design/project admin) $ 105,000
TOTAL $1,100.00

Lower Level: Original plans included a finished basement (Lower Level) with elevator access, book collection stacks, Assistant Director’s office and public bathrooms.
Done: The elevator access was completed and is functional.
Undone: The walls, floor and ceilings are left in an unfinished state. Intended use for space is stack storage of Library book collection (30,000 volumes) , Assistant Director’s office and study carols. Additionally a dry sump and/or drainage might be included for expelling water from plumbing leaks. The bathrooms are rough plumbed but require partitions and doors, fixtures and finishing work.

Estimated Costs for Lower Level:
• Interior Finishes $ 510,000
• Bathrooms $ 80,000
• 10% contingency $ 59,000
• 12% professional fees $ 70,000
TOTAL $ 719,000

Landscaping:
Done: A temporary landscaping design provides ADA-approved access to the building and little else. A comprehensive plan including improved ADA access from Central Street, access to outdoor reading areas, and retaining walls bordering three sides of the southern half of the property has been approved by the Board of Selectmen (BOS) and is approximately half funded.
Undone: Implementing and installing the approved landscaping design by Martha Lyon. This project cannot be phased without jeopardizing the existing ADA compliance.

Reserve Study
A twenty-year schedule of maintenance/replacement for the interior and exterior of the building with associated costs will be developed by the designer/engineer of the project.
