Brief History of the Provincetown Library Building Project  

 

1993    Library Trustees discuss need for more space.

1994    Library Staff start to assess detailed space needs.

1995    Library Subcommittee hears Town needs from broad segments of citizens.

1996    Library Staff prepare required Wisconsin-guideline documentation.

1997    Trustees search extensively for possible alternative sites.

 

1998    Trustees present Roberts Feasibility Study that recommends moving Library

            to High School.

 

1999    High School site rejected; April TM authorizes Feasibility Study of Heritage site.

 

2000    Trustees present Tappe Feasibility Study [$4,000,456] for Heritage site.

            Staff and Trustees prepare Construction Grant application to MBLC for State Aid.

 

2001    April TM votes $1,050,000 in support of Library Project.  >>   April 2001

                        Trustees agree to raise $1,072,000 in private funds.

            June – MBLC awards $1,878,456 to Provincetown (in top 10 of 60 Towns).

            August – MBLC specifies December 2001 as deadline for Trustees fundraising.

            Sept. 11 – Attack in New York disrupts world-wide philanthropy efforts.

            December – MBLC grants Trustees fundraising extension to June 2002.

 

2002    March – Library Capital Campaign has raised $175,000 in cash and pledges.

            April TM votes a guaranteed support of $1,820,000 to save Library Project.  >>   April 2002

            May – Trustees recommend PDR/P for Heritage Final Design.

            June – BOS contracts with PDR/P for Architectural and Design Specifications. >> June 2002

                        MBLC extends Campaign deadline to September 2002 (later extended).

            July – Gov. Swift slashes State Aid for Libraries – Provincetown project threatened.

            December – BOS advertises for bids for Heritage Library Construction.

 

2003    January – All library bids received exceed (lowest by 33%) estimated Project cost;

                        all bids rejected.

            April – MBLC grants final extension for fundraising to June 2003.

                        Trustees accept partially reduced design by PDR/P.

                        MBLC approves new design.

                        BOS advertises new bidding cycle.

                        Mass. Historic Commission approves new design.

            May – Single bid received [$3,309,000] from J.K. Scanlan.

                        Trustees recommend that BOS accept the Scanlan bid.

            June – Library Capital Campaign now has $445,554 in cash and pledges.

                        Trustees set new fundraising goal of $1,261,438 by December 2004.

            June 9:  Provincetown Board of Selectmen vote to award contract to J.K. Scanlan, Inc.

            July 1:   Provincetown pays design costs. >>July 2003

            Nov 1:  Provincetown pays some construction costs. >> Nov. 1, 2003
